While beginning its statement by saying ‘There should be no distinction between soft and hard drugs’ and ‘Drugs should not be legalized nor decriminalized’, Norway went on the make one of the strongest pro-harm reduction statements of the morning. Norway said that he ‘Primary goal is reducing the negative consequences of drug use’, and that harm reduction measures ‘may be an important contribution’.

Norway stated the importance of protecting and promoting ‘the right to health for all vulnerable people’, with specific mention of UN human rights conventions. The statement also specifically spoke out against the death penalty.
