Will focus on harm reduction. The right to access to healthcare services is enshrined in international law. Access to risk prevention and harm reduction constitutes a human right. Risk prevention is part of a balanced addiction policy. Many states have made these important part of their drug policies. Harm reduction and risk prevention are effective and work. However, the debate over these issues continue and are controversial. Some people think they encourage the use of drugs. Work was done on definition of harm reduction and put into a policy paper. It is a major break through at a european and international level. Hopes it will help change the lives of people for the better. The paper is only an example of how we can over come entrenched positions. This is a forum for open debate. We need to concentrate more on what we can share and learn from each other.
