First chapter of report on the primary prevention of drug abuse received positive response. All the comments and views expressed by delegation are valuable to the INCB and will be taken into account. She thanked governments for their provision of information on their national activities.
Delegations of some countries expressed reservations on the decriminalisation of possession of drugs for personal consumption. She reiterated that it is the duty of the board to monitor the implementation of the drug control treaties. These treaties were agreed to by the states themselves. She welcomed a proposal by ambassadors of Costa Rica, Argentina and Mexico to discuss framework of decriminalisation measure sin the countries concerned.
The board is interested in a constructive dialogue with all actors in international drug control on the implementation of provisions of the drug control treaties and believes such dialogue will yield positive results.
