Shared responsibility is very important for NGO’s as well as for government bodies as well. We need to look at evolving nature of the drug problems as the French delegate mentioned. We also need to widen the definition of shared responsibility to include drug addiction problems.
The issue of availability of controlled substances should also come under the principle of shared responsibility. The availability of opioid medications are inadequate in over 100 countries around the world. The problems of supply and distribution of controlled medications are problematic for many medical problems, and obligations to provide adequate opioid treatment must also be addressed by the concept of shared responsibilities.
