Chair: Welcome back. It has been decided no CoW meeting will take place tomorrow morning unless we make considerable strides in negotiations today and something new comes up.
Thailand: We had a short informal during lunch and we agreed on PP2.

Thailand: I hand over to our expert.
Thailand: We proposed this PP6bis to give more details and explanation about substance use disorders these are the words that conclude from the APA 2013 handbook and cover moderate to severa substance-use problems. It has been used globally, including the UNGASS 2016 discussions, and is clinical practice.
USA: We are expecting updated guidance later today, until then I have to hold our positions here and elsewhere in the resolution.
Chair: So we have a mark at the end of the para, do you mean you want to keep this also in other paras?
USA: Yes. On the ones that are not agreed in the CoW, we hold our reservations.
Chair: Maybe we can try to see if we progress on those paras where the reservatiojn is not on the entire text but segments? So for example i PP12, can we look at “disorders” vs “addiction”?

Argentina: We support the USA proposal in the first part of the paragraph.
Chair: We have the same formulation in PP13. Have you tackled this issue in informals? No? Is there anything that the sponsors would like to discuss, specifically?
Thailand: Not at the moment, Chair.
Chair: Informals continue, so we are done with considering this resolution.
L2. Promoting comprehensive, scientific evidence-based and multisectoral national systems of drug use prevention for children
Chile: We couldn’t make any progress in the informals this morning. We have 5 pending paragraphs and couldn’t solve the core issues since last night. We believe we have done everything possible to reach consensus, and with that… I will continue to work, but we are finished with today’s efforts. I really regret this because we really thought our resolution is technical and substantive, and we believed we will reach consensus easier on such an important topic.
Chair: Thank you for your hard work and all the delegations that engaged constructively. So we will not be able to discuss this at the CoW today. Our next resolution is L5 that we will start discussing at 4pm.
L7. Tackling the impacts of drugs on the environment
Chair: I have been informed there was some progres amde during informal meetings on this resoltuion so let us go through the agreeable PPs.

Cuba: It has been said before: We will not accept “voluntary basis” in any resolution.
Canada: We have already worked to find the best compromise, using agreed language – this reflects the most flexibility that we can have.
Chair: It is already reflected on the screen that multiple delegations already requested to retain the text.
France: We have exhausted our efforts in informal informals and I sincerely thank all delegations for their help but at this point we don’t believe we can find a solution. We request to submit the rev version to the plenary. This is a logical next step.
Iran: I was wondering if we are still negotiating or not. I have some comments on this para if we are still in negotiations.
Chair: My intention was to stop consideration of the text as requested by the sponsor. Unless there are any other string views?
Brazil: We thank all delegation who have engaged in the informals, in particular the delegation of the USA. We had a fair debate, but unfortunately we don’t believe we will be able to reach consensus, but in rev1 we included the text that in our view brings us closest to a solution.
Chair: I also thank everyone. I thank the sponsors and everyone that engaged. At the beginning of today I already announced, I confirm we decided to not hold any other CoW meetings today or tomorrow morning unless the sponsors notify us of a breakthrough. Everyone remain tuned and check the journal. With that said, I am at your disposal, the Bureau is at your disposal.
Mexico: We deeply appreciate your work in the CoW. Sometimes circumstances are beyond us. I thank all negotiators who engaged passionately and professionally.
