We associate with the statement made on behalf of the Africa Group and the Group of 77 and China. We restate our commitment to abide by the objectives of the political declaration of 2009. This policy remains more relevant than ever and the international community must offer political and technical support with human dignity. It is our hope that this HLS will provide clear operational responses for the international community to fight the ills of drugs. Morocco has for a long time made the fight on drugs our key priority. We are committed to combating drugs according to the standards set out by UNODC.

We have adopted a strategy anchored in the principles of public health and human development. It focuses on supply and demand. It focuses on socio-economic project, alternative development, and health programmes. We have worked with civil society and other key partners. Progress has been noted, praising the public policies to combat cannabis growing.

We have initiated a strategy to reduce demand reduction and ensure access to opiates for medical and scientific purposes. A national observatory on drugs has been established. We also have a harm reduction programme for drug users. The operations of seizure have also proliferated.

There are difficulties due to the sophisticated methods of traffickers, as well as the lack of regional cooperation. There are also inconsistencies with countries that argue for legalisation and decriminalisation of cannabis.

We have a consensus on what the challenges are and we must take note of threats to public health.
