Strategies and policies should be state based, and respect national sovereignty. Cuba has developed prevention programmes which have had positive effects. Cuba reaffirms that international cooperation and exchange of information is fundamental to tackle the world drug problem. Technical assistance is important. New challenges have emerged, NPS, trafficking, cyber technologies. Cuba can reaffirm commitment at last GRULAC conference.
