Venezuela statement: we are concerned in the language in docs adopted, the terms “use of drugs” “use of illicit drugs”, and “abuse of drugs” are all used. These are not uniform or equivalent.

This means when it comes to these texts, we need to think about the difference in these meaning. The use of drugs isn’t always a negative term and we would like to make a general appeal to adhere to uniform terms

The co-sponsoring countries include: South Africa, Lebanon, Russia, Lichtenstein, New zealand, Kenya, Nigeria, Thailand, Ukraine, Qatar, Indonesia and Israel.
