We must ensure the availability of these substances for medical and scientific purposes. Access is almost inexistent in about 150 countries. The report invites governments to analyse which barriers impede such access to these medicines to prevent unnecessary pain on millions of people. These effects cannot be underestimated. For a long time, Switzerland too was lacking information on access of illicit substances for medical and scientific purposes, but there is now a range of information on these issues. Switzerland has notably supported the work of WHO and calls on the INCB to support the work of the WHO in the implementation of its programmes.
