Preliminary paragraphs

Venezuela:
We think the term “most affected” by the transit of drugs is the most effective terminology.

Uruguay:
We would like to co-sponsor this resolution.

Colombia:
We would like to co-sponsor this resolution as well. Shared responsibility in the international community is important for this resolution

Mexico:
We would like to ask the delegation submitting the resolution, whether a reference can be made to……

Netherlands:
To Venezuela – what is meant by “states affected by the transit of drugs”

Venezuela:
2 answers – this is the language of the UN system and there is a general category of transit states and this language has been approved by the UN general assembly
Operational section:

Pakistan:
OP1, we would like to replace the paragraph as follows: “…Appreciates the efforts of the law enforcement authorities in the control of drugs in the states most affected by the transit of drugs in fulfilling the commitment to prevent such substances from reaching end user markets and from being diverted to domestic distribution.”

Switzerland:
We are open for this paragraph provided that we write”…. in the control of drug smuggling and trafficking” rather than simply “… in the control of drugs”

Venezuela:
We don’t think there is a negative assessment of drug that experience transit issues in our proposal. We want to convey the concern that states are facing up to the challenge, but the challenge is still there, and we need to express the concern.

Chair:
We could combine the two efforts? (Of Pakistan and Venezuela)

Venezuela:
Suggest slight rewording, Pakistan agrees.

Colombia:
OP1: it would preferable to put this phrasing later in the paragraph
“After fulfilling”… add “more effectively”

Germany:
We can live with any of the versions. We propose instead of “challenges” have “responsibility”. We also want to delete”end-users” as it is just “markets” not “end-user markets”.
WHOLE TEXT:
“Notes with concern that responsibility remains for law enforcement authorities in the control of drugs and appreciated the effort s the in states most in most affected by the transit of drugs in fulfilling the commitment to prevent such substances from reaching markets and from being diverted to domestic distribution”

Venezuela:
We would like to make 2 comments… it is a responsibility of the law enforcement authorities to control drugs and is mandated by the law. Rather we are referring to the “challenges” faced by the authorities
Deleting the “end-user” part, we could instead say “end markets”

Algeria:
We support Venezuela’s comments

Argentina:
We agree with the most appropriate term being “challenges” and we want to keep “end markets”
