Some small changes to the text, around facilitating a change that would allowing domestic legal and regulatory changes may be necessary by member states to enable the use of such a system

Financial implications: the system was developed using voluntary resources and UNODC requests member state about how they would like to finance the system. Would cost 666,000 USD for INCB to administer the system.

Training national authorities to use the system would cost 580,000 USD.

US: worried about lack of clarity about budgets and adds final paragraph to the end of the text to clarify that the extra budgetary resources will be made available for this system in accordance with UNDOC rules
