I want to raise three elements where I see progress in this commission.
1. see Egyptian Ambassador chairing the conference. Confident that we will have a useful outcome
2. excellent preparation made to support our work
3. Mr. Fedotov and his contribution in presenting valuable ideas.
Five years have elapsed since the adoption of the 2009 political declaration. We wage a battle against an enemy which does not recognise countries, and however wealthy or poor they may be. This leads to serious harms on people and property, crime, etc. This is a serious matter. Therefore, we are committed to confronting the scourge of drugs.
The general administration of counter narcotics works with government and non-government bodies to protect society from the harms of drugs with a demand and supply reduction approach. We have adopted a law including tramadol in the schedules of that law.
Kuwait is also a party to the UN conventions on narcotic drugs. We also launched a programme on awareness raising. We have a satellite channel raising awareness on this scourge. The UNODC regional office helps us implement programmes on counter narcotics. We reaffirm our commitment to the UN Charter, international law and human rights, as well as the three UN drug conventions.
