12: Adoption of the report of the Commission on its sixty-ninth session
Chair: The commission decided to reduce the length of the annual report bearing in mind the need for it to include resolutions and decisions adopted by the commission focusing on policy findings and conclusion. The report on item 10 and 11 discussed this morning will be prepared by the secretary after the session.
Rapporteur: The document E/CN.7/2026/L.1 contains chapter on the organisation of the session and administrative matters. The document E/CN.7/2026/L.1/Add.1 contains the chapter of item 3 – general debate. Document E/CN.7/2026/L.1/Add.2. contains chapter item 5 – implementation of international drug control treaties, changes in scope of control of substances. Document E/CN.7/2026/L.1/Add.3. contains chapter items 5b to 5d of control treaties, (….) INCB and ensure availability of substances for medical and scientific purposes while preventing diversion. Document E/CN.7/2026/L.1/Add.4 contains 5e – implementation of drug control treaties and other matters. Document E/CN.7/2026/L.1/Add.5 contains chapter item 4 – strategic management and administrative and budgetary questions. Document E/CN.7/2026/L.1/Add.6 contains item 6 – implementation at national regional and international levels of all commitments. Document E/CN.7/2026/L.1/Add.7 contains item 7 – interagency cooperation and coordination in addressing and countering the world drug problem. Document E/CN.7/2026/L.1/Add.8 contains item 8 – recommendations of subsidiary bodies of commission. Document E/CN.7/2026/L.1/Add.9 contains item 9 – contributions from the commission to the economic and social council and follow up and review and implementation of 2030 agenda for sustainable development. Documents E/CN.7/2026/L.1 to E/CN.7/2026/L.1/Add.5 are in all language versions. Documents E/CN.7/2026/L.1/Add.6, E/CN.7/2026/L.1/Add.7, E/CN.7/2026/L.1/Add.8, and E/CN.7/2026/L.1/Add.9 are in english only. The draft report does not cover item 10 and 11. They will be finalized at the conclusion of this session. The functional titles of speakers under general debate agenda item 3 have been registration as per registration in the list of speakers. We ask delegations to refrain from taking from for editorial and communicate it to the secretary.

Russian Federation: we mentioned that the recommendations of this mechanism can only be adopted by the commission if the decisions of the panel is on the basis of consensus and therefore the goal would be reached which is to provide assistance to the work of CND as we would ask you to reflect that in para 10 of the report.
Chair: I ask the representative of the Russian Federation to read out what they want reflected precisely.
Russian Federation: One delegation mentioned that the group and decisions made by the group should be made by consensus. That would be sufficient for us.
Chair: Is there agreement?
Colombia: I would recall the nature of this panel – it’s independent experts so I’m not sure how we could pre-judge how they should define their own rules of procedure.
Chair: But Colombia, I understand it’s a reflection of the willingness of one delegation, what has been pronounced in the room.
Colombia: Maybe we can accept that factual inclusion as long as it is one delegation stated. But we should note many delegations noted the independent nature of the panel, and that way it would be acceptable.
Chair: Is there agreement on inclusion of both Russian and Colombian proposals? I don’t see any objections. Any other comments? Presume you wish to adopt that part as orally amended. Now we move to adoption of the report as a whole. Any comments? I don’t see any. The report is adopted. I invite UNODC executive director for closing remarks.
UNODC: Allow me to congratulate you on concluding another successful session. This week is proof that despite obstacles, you are committed to showing up and addressing the world drug problem. We had around 2000 participants, including the President of Colombia, testifying to the importance of the commission. The diversity of voices, with more than 900 civil society representatives – had the pleasure of engaging with many of them in the informal dialogues. Scientific community … We heard from young prevention advocates from the Youth Forum, reminding us their thoughts will shape the world we will inherit. The discussions extended with 24 exhibitions and more than 170 side events. You adopted 5 resolutions. I command the Ambassador for guiding the committee with precision. We finalized the expert panel that will review global drug policy in preparation for 2029. It is now essential the panel is financed adequately so it can carry out its mandate. UNODC stands ready to support the panel in their work. This is my last CND – something I will remember with pride. What inspired me over the years is the commitment each of you bring to work, and keep working together even when the issues are complex and the world is overwhelming. The commission is a unique space, bringing together individuals from different sectors – sometimes to disagree but ultimately to move forward. At a time when dialogue is more difficult, these spaces are increasingly rare. Before we conclude, I’d acknowledge the secretariat, interpreters, security personnel, conference staff. My appreciation to the chair ambassador of Armenia, has been a pleasure working with you. A special thank you to Jo – the secretary. Her commitment is only overshadowed by the amount of attention she provides – her amazing handiwork. Congratulations to al of you, you are the ones that made this happen.
Chair: I would like to thank you for your years of dedication to UNODC and rest assured if you are not here next year you will be missed but your experience and knowledge will take you back to CND in the next years ahead.

Chair: Are there any delegations wishing to take the floor at this point? If there are none, and before I close the session I would like to add my own remarks. As we come to the close I want to express my sincere appreciation to all member states for their active engagement, constructive dialogue and cooperation, and acknowledge contribution of UN bodies, civil society, academia, international regional organisations and our stakeholders. Express my personal appreciation for assistance to the extended bureau and special recognition to the vice chair who supported me chairing the CoW, and thank the ambassador of ?Peru for supporting me by chairing parts of the plenary, and of course the rapporteur. And to UNODC executive director for invaluable support. Gratitude to the secretariat and in particular the secretary for their efforts in organizing and supporting the session. Gratitude to conference management services and interpreters and technical staff and people behind the scenes. Finally I thank Armenia for their trust and I hope it contributed to multilateralism.
