Group reiterates commitment to the Political Declaration and Action Plan adopted at the High Level Segment of CND in 2009.

Group is concerned at the increasing use and cultivation of cannabis, as described in INCB annual report and World Drug Report.

Health risks of drugs, including HIV, must be addressed in a comprehensive way, including treatment, rehabilitation and reintegration. UNODC and WHO strategies need to be supported to address public health concerns.

Specific attention must be paid to the needs of women, children and youth.

Group calls for more attention to demand reduction, and use of enforcement to reduce demand.
