Criminal phenomena evolve and the distinctions between transit, producer and consumer countries needs to be challenged. Many consumer countries are now also producer countries, ie French cannabis production.
Shared responsibility should be used not just for the problem, but for the solution. The problem of decriminalisation cannot be done nationally, because the issues are intrinsically regional.
Police, information, communication resources all need to be shared but we also need to improve our ability of identifying crimes.
