Our political parties have all followed two approaches, concentrating on the individual and on the larger community. We have two important studies recently showing that the consumption of heroin has been stable with more people smoking heroin rather than injecting. Cannabis among young people has been reduced as well as cocaine use among the general public. Ecstasy, hallucinogens and inhalants have also been reduced.

Methadone maintenance programs have served 78000 patients. NSP programs have distributed over 2 million clean needles.

Spain pays tribute to UNODC and UNAIDS publications that recognize Spanish harm reduction programmes as the most succesfull ones that had large number of positive results.
