Response to delegation which has violated principle of shared responsibility (Algeria)
By saying Morocco is a main producer of cannabis, Algeria is neglecting a lot of issues. E.g. Morocco’s transparency in dealing with this issue. There is little data about this subject. Morocco saw the comments as very strange. There is no co-operation with Algeria – but Morocco does co-operate with UNODC and many countries. Algeria on the other hand not only rejected the Arab programme launched by UNODC, also rejected the Libyan Office. Therefore refusal to co-operate.

[Statement now not fully comprehensible – but suggests that a State can not be both a transit and consumer country as this is not provided for in the drug conventions]

Morocco suffers from trafficking of psychotropic substances from Algeria.
