The drug problem becomes all the more complex and countries need to explore new ways of cooperation. First, countries should continue to adhere to shared responsibility and implement more pragmatic cooperation in implementing a new drug strategy and plan of action. We should collectively tackle the new challenges of the global drug problem.

Countries should implement sustained efforts at the national level as well, strengthen the sharing of information and law enforcement cooperation, and strengthen networks of companies in charge of manufactories of drugs to prevent diversion of drugs. We should implement balanced drug controlled measures and share experience in demand reduction and explore and apply widely treatment and rehabilitation measures.

Countries where drug consumption is higher should have more responsibility in reducing drug use.

Alternative development and crop substitution should be intensified in the Golden Triangle and the Golden Crescent.
