When thousands of people are using unknown substances it is not unreasonable to expect a public disaster. An interim measure adopted by the NZ Government placing ban on some products led to taking off over 50 products from the open market. The manufacturer and marketers who wish to sell new products have to show data that the products pose no risk to the people and the cost of this extensive research is to be borne by the manufacturer.
