Plenary Opening Session: Statement by Asia Pacific Group

The group notes increasing shift towards synthetic drugs and illicit drug cultivation and call for strengthening of international, regional and national effort.
Emphasize the alternative development is an important, lawful and legitimate action for eliminating drug cultivation. The group take note with interest the initiative of Peru and Government of Thailand on the strategies for Alternative development and hope to present these to the UN General Assembly for adoption.
The group expresses concern of emergence of new psychoactive substance. The group note with regret the WHO Expert Committee on Drug Dependence report that international control of ketamine should not be considered at the moment. It calls on member states to improve the financial state of the UNODC to facilitate its activities.
