Fully subscribes to EU statement. Portugal is firmly committed to shared responsibility, and to the goals and targets in the Political Declaration. Portuguese policy of drugs follows a multi-disciplinary and balanced approach within a framework of decriminalization of drug possession. Decriminalization is only one element of our comprehensive approach. For the first time, the number of NPS exceed the total number of substances under international control. These are a threat to health. Portugal approved a new law for NPS. Economic austerity has implications for the level of drug use in society. Marginalized and socially disadvantaged communities are the most vulnerable. Fears that the economic crisis will lead to an increase in problematic drug use. Results obtained must be sustained. Portugal believes that all aspects of the drug problem must be combated by the international community.
